No ringback on transfer from PSTN calls coming in on IOS Gateway

With Call Manager 4.1 connecting to the PSTN via an H.323 gateway, if a call
comes into a phone and it is blind transferred to another phone, the PSTN side
will only hear dead air - they will not hear ringback.

The same happens when the call is answered by an IVR (IPCCX) transfer when there is no ring back to the PSTN.

Check to make sure there is an Annunciator resource in the MRG/MRGL of the gateway.
