Am I off by saying MOC 2007 can make calls outbound through the Presence server out the MGCP gateway?

I thought if the Mediation server could create a SIP trunk to the CUPS server. The CUPC acts as a proxy and routes the call to CUCM, and processes the call like anyother trunk.

Correct CUPS can act as SIP proxy server

You need to change it under Service parameters, create the proper patterns in CUPS as well as ACL
