port lock

Unity 4.x. If a port locked and does not answer, will the subsequent calls go to the next port or use the same port getting no answer? (If do not considering no answer forward)In other words, what I am trying to ask is that how does unity answer the incoming call, use the idlest port or strickly from port 1 to the last one?

Distribution of incoming calls is determined by the phone system. Unity does not control which port the phone system sends the call too. In most cases, such as with Cisco Call Manager, hunting is set up Top Down, i.e. the phone system always checks Unity port 1 first and hunts from there. See Table 5-4 here for example,
