Preventing unity bulk import from creating AD accounts

Is there away to prevent or disable unity Bulk import tool from creating AD and exchange accounts if unity is 5.0 and Exchange is 2003? The help file of the bulk import says that if exchange is 2007 then the mailboxes and AD accounts must be created before your do the bulk can this also be done if we are using exchange 2003

for Unity to work there as to be an ad/exchange account for normal subscribers. you can either import from ad/exchange or a csv file. I you choose the latter, an ad/exchange account will be created.

We want to prevent whoever is creating the subscriber accounts through the bulk import from creating AD accounts. We want them to only have the select use current exiting accounts and mailboxes. Through the websa interface we made it where subscriber creation is only through importing exchange users (permission wizard). We want the same with bulk import and I think this may not be available with the backend being exchange 2003

importing through the sa and cubi is a different mechanism you are correct about that.
