The issue got fixed when I reinstalled the JTAPI and restart the server and SIP trunk in the CUCM. But the issue is back now. Could this be a bug related to the CUCM. In the QM logs I can see the below error

The below trick might come handy when you have to add a new node to a cluster but you don't have or is unsure of the security password for the publisher. This procedure has been around for ages.
