I'll assume you're rebuilding your publisher. In that case you can really do anything you want during the install if you're going to be configuring it from scratch you can use any IP address or hostname you want. If you were restoring a backup you would have to install it using the same hostname and IP address as the original or else the restore would fail. As far as licenses if you have a backup they're backed up, but if you do not and you don't have them saved somewhere other than on the server you can open a TAC case with the licensing group and they can send you the same license files again the server already had.
