The new recommendation is CS3. Cisco is making the move to CS3, so new devices/software releases should mark signaling traffic as CS3. Currently, not all devices have been updated, so you will run across some that still mark at AF31. This change is due to the fact that signaling packets should never be dropped and packets marked AF31 can be dropped in some situations.
