RTMT for CUCM 8.6

We are running CUCM 8.6.2 with many "admins" having their hands in the cookie jar. In an effort to identify who is making changes and why, could anyone tell me if it's possible to track changes made via call manager admin? Could this be accomplished using RTMT, and if so, how? Thank you for your assistance.
