There is no guide to tell you what to do or configure first, you'll need to start working with the system and little by little understand the dependencies between the configs and what needs to be configured first because you need it for some other config.
Looking at the menus a top/down and left/right approach is usually the way you need to go thru.
Partitions, CSS, ccms, ccm groups and all elements related to a device pool (time group, locations, regions, etc) are usually the very first things you need to configure before anything else.
It also depends a lot on what you want/need to configure.
