Unity 5.0 will offer the option of limiting the subscriber message addressing conversation to members associated with a name lookup handler (i.e. you can limit the names offered for addressing to a public DL, COS membership etc...).
Until that is out there's no way to restrict users on the same Unity server from addressing messages to one another.
