Is it possible to use TCL scripting to simulate Auto Attendant with Call Manager Express instead of using CUE Module. Customer doesn't want to buy CUE module, and would like to take advantage of TCL scripting.

You should be able to. We use the old srst_CISCO.2.0.0.0.tcl canned script which normally sends calls to a defined pilot number, and when the number is unreachable it plays a greeting, and allows the caller to dial an extension, or 0 for an operator extension that is defined.
This script was designed to be used with SRST in a Call Manager environment, but it should work fine in CME. You could either modify the script, or just define a bogus unreachable number to turn on the autoattendant all the time.
Not sure if the this is still available as a download from CCO, but if you want it I could email it to you. It was SRST2.0.zip
