We have a customer with UCC 1.4 and we have this problem.
I call a user and it rings 2 times. UCC picks up the call, we then receive a silence for 10 seconds before the ccwelcome.wav is played. I have tried to change transfer patterns and interdigit timeouts without any luck.
Everything is working besides this very annoying detail.
Sounds like you have faxing to CUE enabled. There is an 8-10 sec delay before the call is handed to CME for calcontrol on inbound when faxing is turned on. It takes this long to look for faxing tones before delivereing calls to CME.
