Unable to use a number from one cluster1 to cluster 2

I am going through the documentation on clustering for our Call Manager.  I am being told that once the new cluster was opened and replicated the old cluster1 is not able to user the original numbers in the system.

Saniaro:

1.  Old user leaves the company and the voip set remains in place.

2.  New user comes to company and the voip set same, but we are unable to connect to the system (201# Authentication Error.).

3.  Old number original to the cluster 1 cannot not be used.

I'm not familar with clustering but somehow this does not make sense.

Explaination would be appreciated.
