Unity 7 AutoAttendant query

I have a customer who wants to repalce an octel autoattendant system with unity 7.

My issue is that the old system allows you to call in and if you know the extension number of the person, you type it in and the call gets placed on the handset.

with Unity I can get it to place calls to known subscribers, but for non subscribers the transfer fails.

any pointers would be appreciated.

there maybe quite a few non subscribers on the system so it would need to be scaleable.
