Unity Connection 9.1 System Prompt really slow

I have two Unity Connection 9.1 in HA mode and just recently whenever I access users mailbox the system prompt "Hello you have 1 new messages" is really slow.  Any ideas?

We are currently waiting on ELM license from Cisco but I don't think that would be causing the system to slow.

CPU and memory looks OK in RTMT.

Did you import the users from unity, using the import tool?
There are some settings under the user or the template, called phone menu, which set the speed
