Unity down nee help

I had one incient on call mgr gets long ring tone after dial to voice mail ext or press message key on ipt phone, user cannot reach Unity. I get/connect back to Unity after recycle the Unity service. the more relevant message/time on application log tells me Exchange is out of license. the Unity registered user is 550, active user is 517 and 33 available free seat. Is it a Unity problem or license problem?

Check your Windows Licensing Service and check your licenses there. If Exchange or Windows is out, then it could suspend Exchange usage, etc.

I have opened a tac case and added license number tally with Unity license. will monitor the system for next 2-3 days.
