This is the old MS patch, which has been replaced by 931836. Both 928388 & 931836 were only supported for Windows XP & Windows Server 2003. According to 913487 Windows 2000 Servers and Workstations need to be manually updated and did not fall under patch 928388.
So what does this do if MS articles say it does not apply?
In general, yes you have to manually do the changes, but since Cisco has an extended support contract with MSFT, it got a patch for 2k as well. This option was available for all who had an extended support contract, for others, the only option available was to do it manually.
