Unity Private Lists

Is there a way I can limit a subscriber's private lists so they can:

1) Not have access to this feature or

2) Limit the amount of subscribers per list?

In later versions of 4.x you'll find the "Features" page of the Class of Service object has the ability to limit the number of lists and the number of users per list that are available to subscribers associated with that COS. The minimum for both is 1, however, so you can't completely disable the feature that way...
