Unity user page fails with error

Unity info: Unity 4.0(5) UM, Win2k sp4

Partner-server info: Exchange 2k3 sp1 on OS Win2k3 sp1.

launch https://IP-ADDRESS/ciscopca/ - The page loads with the following error (prior to supplying any credentials)...

UNABLE TO CONTACT SERVER. TRY LOGGING ON AGAIN IN A FEW MINUTES. IF THE PROBLEM PERSISTS, CONTACT YOUR CISCO UNITY ADMINISTRATOR.

ran through troubleshooting doc for this error, everything referenced in document checked out. Thoughts?

I'm assuming the following link is the troubleshooting document that you used.

Do you get the error if you launch the page from the Unity box?

Did you try to restore PCA from the Unity DVD as detailed in the document above?
