I have problem with unity recently some phones where moved from one location to another. So the partition and CSS where changed accordingly. The phones ring fine apart from when they are being forwarded to VM then it rings engaged although the old number forwards them fine. The new number is 01606 275303 and the old number was 01270 275303.
Sounds like it may be a CSS issue on the Call Forward CSS. Can these phones call the Unity Pilot #? If so, maybe you could try applying the same CSS that is used for the Line or Device (whichever you are using) to the Call Forward CSS.
