1. yes - you can do as many things to a message as you want (forward it as many times as you like). You can forward with or without a recorded addition to the message.
2. VM only users must be setup as a seperate mailbox in Exchange (i.e. messages cannot be stored in their primary email box) - this is as per the Microsoft and Cisco licensing agreements. As such VM only users could have no access to their messages from their standard email interface regardless.
