Can't really speculate on this, especially on a public forum. That said, yes, this is a marketing issue more than an engineering issue - however doing VPIM integration between systems (even two systems owned by the same company) is a bit more work than falling off a chair. VPIM integration between CUC and Unity is on the radar, of course, but I can't say when it'll be in a committed release.
Also the issue of supporting UM and VM users on a single Unity box (seems relevant to your point here) has also been brought up and is also more of a marketing/licensing issue than an engineering issue. The best I can suggest there is to ask your account team to indicate your desire for such a multiple function license capability.
