User can't transfer message to system call handler

I have System Call Handler's set up for certain departments. The Call Handler's message recipient is set to a Distribution List which consists of three Users.

When a User tries to transfer a voicemail to a System Call Handler, it tells them the extension is not found.

Is there a simple setting I'm missing here?

I am quite new to this, as we just launched our new Cisco phone solution on Monday and I've only had simple training, so I appreciate the help.
