I create a translation pattern on ccm for translate all incoming calls from PTSN to voicemail pilot number and when I call to this number from outside the office I hear on ring and after no answer timeout and busy User is not able to leave voice mail . In office voicemail working propertly.

It's hanging up somehow during transfer it seems. You would need to get some traces going to see why both on the Unity side and the callmanager side. If you don't know how to do this, I would recommend opening a TAC case.
