Good day all,

Is there any program to download it, to configure a cisco call manager on a virtual machine?

And, not only call manager. To configure a network, make changes.

There are certain versions you can purchase (discounted) that are for demo or lab use only that come with default minimal licenses but you'd have to get that through a vendor or Cisco contact.
