Voice Mail cutting off

I have two sites A & B, each with a CallManager Cluster ( PUB+SUB), a Unity server ( 4.0.4 Sr1) and an exchange partner server . Sites A & B are connected over WAN ( MPLS)

Phone A from site A would call Phone B @ site B over inter cluster trunks and because of CFB/ CFNA , hits B’s VM and would start recording by counting from 1 to 20.When phone B retrieves the VM/ UM he would only hear from 17, 18,19, 20.

Numbers 1-16 are cutoff. This behavior is consistent give or take one number But both sides can receive VM by local phones and from calls thro local PSTN gateways.

Just IP phone to IP phone calls work okay, between the site A&B with occasional voice quality issues. It’s VM only that’s getting cut off.

Any thoughts?
