What Happend with my cti ports

greetings I'm having a strange behavior with my cti ports.

when the call enters the auto attendant extension, it is routed to the recording that is in the script and everything works fine, but when the call is transferred to an extension tapi cti port is not released and receiving calls I give so many busy, beacause not more cti ports avalilable.

is this normal, i need more cti licenses??
