Why Cisco IP Phone download config file through http

Hi all,

i try to understand Cisco IP Telephony security, but first question is not from this area. I have CUCM 9.1 and Cisco IP Phone 7962 and when i reset my phone and take traffic dump on switch port, through which IP Phone connected, i see that IP Phone try and download all configuration files through HTTP! Why is so happened? Why not tftp protocol?

Help to understand, please.
