Wrong time with CME

I have a UC520, (UC500-ADVIPSERVICESK9-M), Version 15.1(2)T2.

There are some 7900 and some SPA502G ip phones.

My problem is that the two families of phones are showing a different time.

the 7900 phones show 18:43,  the SPA´s show 17:43.

the clock command shows :

CME520#show clock

17:42:53.361 COL Wed Mar 21 2012

17:42:53.361 COL Wed Mar 21 2012
CME520#

part of the configuration is:

...
clock timezone COL -5 0
....
!
telephony-service
....
...
network-locale ES
time-zone 12

i tested with time-zone 13 with the same results.

how can fix this issue?

The problem was fixed setting the same EST timezone:

...
clock timezone EST -5
....
!
telephony-service
....
...

time-zone 13
