Seems TAC fixed the issue but they were not quite sure how they did it. The engineer actually ran the AD install app again (just to make sure the uninstall actually took) and poof it started working.
It turns out there is a bug in this version of CM where running CEF on both PUB and Sub causes this to happen. By stopping CEF on the SUB the issue was resolved
