CBLLQ with multiple ISDN 2 bundled together

I want to create 2 queues, 1st queue for voice and all other traffic on the 2nd queue or default. Can this be done using multiple ISDN2's, will the 2nd queue or default queue dial when additional bandwidth is required.ThanksRegards D
