Have you tried a different process ID, lets say 75 or 100? Ex:

Try this:int s0/0no keep^zAfter 10 seconds, the interface should go Up/Up (Looped). If not, then the interface hardware is toast.

Is this a Token Ring Interface? If so, thete might be a hardware problem. See page 205 of Cisco Internetwork Troubleshooting.
