For network virtualization , SDN controller can be used along with Openstack. Openstack does just orchestration and where as SDN controller is used for programming the switches with openflow rules to enable L2/L3 services.

In traditional layer 2 or layer 3 networks , we saw many problems/challenges like :
a) packet looping
b) network congestion
etc.
The same above problems might appear in virtual networks .
