Please supply more info. Not sure what you are trying to achieve. You do not run HSPR on a single router and dont understand why you want BRI up when the ethernet goes down.

Matter of opinion but I wouldn't use it. Tends to put in a lot of extra un necessary config, better off understanding and using the command line.

The config on the router, is possibly wrong. It will have the wrong type of traffic set to 'interesting'. Interesting traffic is what causes the router to make a call. you may have to add an access control list or change the config.
