CUPC cannot subscribe service

I want to subscribe IP PhoneMessenger Service to CUPC butWhen I go to Device > Phone then click my UPC Device, In Related Links navigation box at the top right do not have Subscribe/Unsubscribe services.My CUCM and CUPS version are 6.0
