How Do I block a outside call within call manager?

If you are using h323 vice gateway you can use reject translation rules to bolck incoming calks based on calling number

If you u have cucm v8.5 and later you can do it on cucm using translation patterns

Here is the document from Cisco to block calls base on Calling Party ID.  By the way, this is supported in CM V8.5 or later.
