Call setup delay

I have a 2800 router with a T1 connected to a Nortel Meridian switch. When users make outbound calls to the PSTN there is about a 15 - 20 second delay before they hear the ringback. The setup is as follows:

PSTN---3660 w/PRI----WAN---2800w/T1---Nortel SW

Any ideas why the call setup is taking so long or the ringback is so long.

I am not a nortel guy, but it sounds like an overlapping dial plan. It could be on the PSTN GW or on the Nortel side. You may want to run some debugs on the GW. If you see the call come in and hear ringback, something on the nortel side. If you see the call come in, see delay, then it is on the GW.
