The customer is goint to setup Polycom between 2 offices. With the limited budget, can I setup one 2610 working as both Gatekeeper and Gateway for each site?
If yes, which IOS is recommended? Please provide a link for sample configuration.
If no, which IOS is recommended for GK and GW? Please also provide a link for sample configurations.
Thanks,

A Cisco router cannot act as an H.323 gateway. You will need an IPVC 35xx for this function. If you are asking about IP-IP gateway services via the MCM Proxy, the 2610 can support that function as well as gatekeeping

As the example at this link: http://www.cisco.com/en/US/customer/tech/tk652/tk701/technologies_configuration_example09186a00800a9a56.shtml
Both GW and GK are on a 2600 router. What I would like to know is can I have only one 2600 acting as both GW and GK? What IOS I need to use?
Or, this example is only for VoIP not really applicable for Polycom VC?

your link describes GW/GK functionality for VoIP networks. H.323 videoconfernecing is not supported in that environment.

But if you have two offices you can use dial-peer is simple.
Your you must use IOS 12.15(T)
