CMM Module

I have ordered a CMM module assuming that it has a built-in DSP resources to connect to the PSTN for converting IP to TDM and vice versa.

I just want to make sure that the only time I would need an ACT adopter for conferencing and Transcoding Services, not for connecting to the PSTN.

Can someone shed a light on this issue?

The DSP resources are not built-in to the CMM, but into the port adapter that you will use with the CMM such as the 6-port T1, 6-port E1, or 24-port FXS adapters. You are correct in assuming that you will not need an ACT for DSP resources for connecting to the PSTN. Take a look at the following link for confirmation.
