CUVA won't let 7960 complete PSTN calls

We have CUVA running with our CallManager Express and 7960 phones. It works very well for internal calls.

However, when I try to dial outbound calls to the PSTN, the call never completes. Quitting CUVA allows the calls to go through.

I should point out that I'm not expecting the video to work, just to not block the call.

What can I do to fix this issue?

Basically add 'bearer-cap speech' to your voice-ports on the router.

We have a E1 card and the IOS doesn't seem to support this command. Is there something else I should be doing?

In these case, the access to the PSTN is Using an E1, I think is nothing what we can change, but our Telephony provider use CISCO 2651MX for the last mile E1 Access, and they use H323, attaché is the C-2600 config, and the Debug.

The problem persists!
