Hello,

Is there a method to set the DSCP value to 46 without going through the policy-map?

On what? the endpoint? a switch? the router?

Endpoints will set the DSCP value based on the Enterprise Parameter config in CUCM

A L2 switch will have a CoS to DSCP map if you're trusting CoS on the switchport instead of DSCP.

Routers must use a policy map.

my problem is that I can not keep the tag after crossing a switch,

Do you have QoS enabled on both switches and enabled "auto qos voip trust" on the trunk links?
