E1 CAS - :15 or :16/17

When configuring an E1 CAS you need to bring up the signaling channel and a lot of places are talking about the channel 15..  0/2/0:15  any idea why ?.

I know that sometimes 16 / 17 could be confused because you can count from 0 or 1 but why 15 ?
