FXO DISCONNECT PROBLEM

I have two sites which i am connecting by VOIP. there are cisco 3640's at each of the sites each with 8 FXO ports connecting to PABX's at each site. the problem is when calls are made the FXO ports remain busy even after the line has been dropped. one PABX is a siemens hicom 130 and the other is an ericsson md 110. i've tried configuring tone based supervisory disconnection but it is not working.

This seems to be a supervisory disconnect issue. Check out the following document for the configurations required for supervisory disconnect signalling.
