Are you using an MGCP gateway? If so, then majority of the configurations are done on Callmanager. When the changes are made on Callmanager for your particular gateway, Callmanager updates the config file for the gateway. In order for these changes to take effect, it is necessary to reset the gateway from callmanager or do a "no mgcp/mgcp" from the gateway to reinitialize the mgcp process and force the gateway to get its new config file (with new config/parameters and all).
