Ip Phones in CUCM 4.2 give me this message in display, sometimes. What maybe the possible causes ?

This message usually happens when CallManager queues become congested. Phone off hook requests may get reorder tone. This is usually an indication of high CPU on the CM server. Are you getting reports of delayed dial tone, or users going offhook and getting reorder tone?

I have the same issue. I'm not seeing super high CPU usage so what's the fix?
