I am using an IPVC 3545 with a PRI module. When calling into the PRI Mod, I can check status and all 23 B channels are in use for a single call.
If I place a call to the outside through the PRI Mod, the correct channels are used.
Pleas advise.

Check for Configuring ISDN Channel Bonding Settings for Downspeeding .
The default setting for PRI gateways is 30, means all channels will be used if its selected.
You can adjust the number of channels required.
