Poor video quality on CUVA

Can someone tell me where I am doing incorrectly?  I have been trying to run CUVA on two workstations on LAN but the video quality I have received is extremely poor.

CUCM 7.1.2

CUVA 2.3.1

Cisco IP Phone 7965 (on both workstations) SCCP 45.8-5-2S

Within CUCM, under Region, the video call bandwidth is configured for 384kbps

I have tried two different types of video camera (LogicTech C310 and C9000) but the video quality is still extremely poor even with the lowest network use configured on CUVA.
