Problems dialing Pre-Paid Cell Phone exchanges

I am unable to dial pre-paid cell phone exchanges. The dial pattern is the same as a least cost routing exchange and it works for all the cell phones with that exchange. The only numbers with in the exchange that do not work are the pre-paid. Example of the pattern is 8.610xxxx, this has me really confused.This exchange is a local dialing area.

This is not a pre-paid on our end. This is the exchange number that we are trying to dial. The only difference between this exchange that is not working and the ones that are, is this person has a cell phone service that instead of a contract and a monthly bill they pay for minutes on their cell phone and then use them. This is the part I do not understand. We have this exchange listed in our least cost routing partitions and work for all cell phones in this exchange, but not the ones that pay as they call.
