translation rules

Hi,

Could you please let me knows what the following means.If you can provide me a link from where I can learn translation rules that will be fantastic.

voice translation-rule 6120

rule 1 /^02\([01].*\)/ /\1/

and

voice translation-rule 10003

rule 1 /^[45689].....$//03\0/ type any national.

First rule, for all number that begin with 02, thir digits is 0 or 1, the 02 is stripped the rest in ketp.

Second rule, to numbers that begin with the digits in square brackets and followed to 6 more digits, said digits is stripped, 03 is prefixed and 0 postfixed.
