Video and IPIPGW

I am trying to use the IPIPGW to connect two H.323 endpoints located in different local zones. I can establish a connection using the registered E.164 addresses and the audio works through the IPIPGW, but not the video. The two endpoints can call each other directly using IP addresses and video is negotiated, so it's clearly related to the IPIPGW. However, I'm fairly convinced the configuration of the IPIPGW (below) is correct because the audio works. It's as though the video capabilities are not being passed correctly in the H.245 capability messages between the IPIPGW and the endpoints. The output of "show call active video" suggests that the video call legs try to establish, but ultimately only the audio legs remain.
